I refer to your letter on the above written by Mr Beh Yong Hock of USJ 23 on 1st October 2004.

Firstly, I would like to stress that MPSJ has not approved any food courts in the 3 places mentioned i.e. USJ 8 Police Reserve Land, USJ 11 and USJ 16 playgrounds.

The contractor for the food court in USJ 8 started work without proper approval from MPSJ.  That is why MPSJ on my request had issued a stop work order on 24th September 2004.  However, the contractor had ignored this notice and work still proceeded.  In a MPSJ Full Council meeting held on 29th September 2004, the council agreed to issue a Demolishment Order.  This reserve land belongs to the Police and the police department had leased this land to a private party to operate a food court.

I agree that a food court is not suitable here.  It is too near residential properties and a police station is more useful to residents here.  Furthermore, it would be difficult to close down this centre with proposed 100 hawkers if ever there are funds to build a proper police station later on.

The proposed hawker centres in USJ 11 and USJ 16 are still under consideration by MPSJ.  These 2 pieces of lands are actually zoned on hawker centre reserves and the developer, Sime UEP Bhd had sold to a third party.  When MPSJ received proposals to build by this party, MPSJ circulated a notice to all residents staying nearby.  All residents had objected and MPSJ had decided to have a public hearing on their objections.

The USJ 16 case was heard on 28th September and the USJ 11 will be held on 5th October 2004.  If residents object to both projects, I shall convey their views to MPSJ and request them to turn down the projects.

I hope residents should appreciate what MPSJ is doing.

Majlis Perbandaran Subang Jaya (MPSJ) seems to have habitually ignored the calls by PakLah that the public opinion must be taken into account before a project is approved by the Local Council.
 
It is irony that MPSJ has demonstrated its great zeal and enthusiasm in approving not only 1 but 3 food courts in USJ 11, USJ 16 and recently USJ 8 (a piece of land earmarked for Police Station) in a  span of only 3 months . What MPSJ has done is definitely a waste  of public fund when in the first place, we the residents in USJ Subang Jaya do not require so many food courts.
 
The piece of vacant land (approximately 4 acres in area)  next to USJ 8 "Pondok Polis" has been earmarked and allocated by the Developer to build a Police Station. However, it is rather sad that MPSJ has conveniently allowed certain individuals/parties' to hijack the priceless piece of vacant land from the Public and allow them to build a food court. Any reasonable right thinking member/residents of USJ / Subang Jaya will definitely object to such an unreasonable move on the following grounds  :-
 
(1)    There are approximately 270,000 USJ/Putra Heights/Alam Megah residents who are currently taken  care by only 37 police personnel.                .
 
(2)    This group of 37 police personnel are stationed at a teeny-sized "Pondok Police". while the national ratio of police to population  ratio is 1/350, the  ratio in USJ Subang Jaya/Putra Heights/Alam Megah is shocking and unbelievable at 1/7000.
 
(3)     As the status of USJ 8 Balai Polis is only a "Pondok Police", USJ 8 Balai polis do not have an investigation officer (IO, any resident who has lodged a report that requires further investigation would have to go to Shah Alam Police Station to lodge another report.
   
(4)    Due to the high crime rates (one of the highest in Malaysia) USJ Subang Jaya is in dire need of a reasonable full sized police station and the number of the police personnel should be increased to 400 or to the  reasonable ratio of 1:700.
 
(5)    USJ Subang Jaya residents are definitely entitled to demand for a similar treatment in so far as community safety is concerned and it is timely a full sized police station be build immediately to cater for the booming USJ township in the next ten years.
 
MPSJ should be aware that most of the USJ residents have resorted to employ security guards to patrol their residential areas. The money expended amounting to a few hundred thousand Ringgit in a year. MPSJ should have take steps to supplement the efforts taken by the Neighborhood Watches Groups and Residents Committees by ensuring the Police Station is built immediately without any further delay.
 
Now it is also the right time for our ADUN's and MP's to perform and reciprocate the residents' support in the last General Election. If our MP's and ADUN's can not even protect a piece of vacant land earmarked for a Police Station, what else can we expect from them as Wakil Rakyat?

  24/09/2004 - It has been brought to our notice that the piece of land (approximate 4 acres) adjacent to the present Pondok Polis in USJ8 has been leased to a Food Court operator for a period of about 10 years.

Residents in USJ have been asking for a full-fledged Station very since 1999, Neighbourhood Watches groups were set up to compliment the inadequate Police force in the hopes that a proper station will be built in a few years. In areas like USJ20, USJ23, USJ26 & USJ27 residents have even resorted to fencing up and employing 24 hour security guards to ensure safety for their families and properties.

Did you know that the USJ8 station is considered only a Pondok Polis and is therefore not entitled to a proper patrol car?  The only vehicle that they have is a Kancil that is used for administrative purposes. The Wira Police patrol cars that you see traveling in and around USJ and Putra Heights are all from the Balai Polis Shah Alam.
Did you also know that because the station in USJ8 is considered a Pondok, it has no I/O (Investigative Officer). This will explain why they request that you make the report at the district stations if your "case" requires further investigation.

Let's put this in it's proper prospective, the national ratio for Police/People is 1:350, it has been reported that the ratio for USJ/Putra Heights/Alam Megah and the surrounding area is approximately 1:7000. This is the single biggest contributing factor to the exceptionally high crime rate in the USJ area.

We have all been waiting for 5 years, with this new development the Residents of USJ/Putra Heights/Alam Megah will not have a proper Police Station for the another 10 years.

Is there a basis for our objection to the building of a Food Court in place of our Balai Polis in USJ8?
